SternalBoard update:

- Improved & cleaned the code a lot.
- Added autoComplete option for /sternalboard (Paper and Spigot)
- Switched from maven to gradle (Faster build & better software)
- Refactorized the code, so can be easy readable.
- Removed ViaVersion dependency, now just applies a limit of 16 chars on all versions.
- Bumped PlaceHolderApi + paper version.
- Added author to plugin.yml due some plugins need them.

- Removed ViaVersion dependency (If the hook was activated and viaversion was not, it would throw an error and a lot of people thinked that was a issue, so i switched without dependency just returning true)
- Changed the hook to false on default.
- Added option to reload hook boolean.
- Changed some class names.
